Ran Windows Recovery tools, does not work in Safe Mode either.

Tried the Sticky, Toggle keys settings on/off trick.

Tried plugging into different keyboard, different USB ports, etc.

Checked USB 3.0 support and enabled all ports.

Checked BIOS, no changes and with defaults.
